TAKE NOTICE THAT West Rim Fibre Corp. has applied to the Greater Vancouver Sewerage and Drainage District (“GVS&DD”) pursuant to the Greater Vancouver Sewerage and Drainage District Municipal Solid Waste and Recyclable Material Regulatory Bylaw No. 181, as amended (“the Bylaw”), for a licence.
Purpose and Location
The licence application requests authorization to operate a Brokering Facility located at 11635 and 11645 130th Street, Surrey, BC, V3R 2Y2. The legal description of the land or premises where the Facility is located is PARCEL A BLOCK 5N SECTION 4 RANGE 2W PLAN NWP6630 NWD EXCEPT PLAN EPP385 (BEING A CONSOLIDATION OF LOTS 18, 19 & 20, SEE BB273513) and LOT 17 BLOCK 5N SECTION 4 RANGE 2W PLAN NWP6630 NWD EXCEPT PLAN EPP11016. The proposed hours of operation are Monday to Saturday 6:00AM to 6:00PM and receiving hours are Monday to Saturday 7:00AM to 5:30PM.
Processes
The operation uses three main machines: a rubber-tired loader, an excavator, and a tub grinder. Incoming material, such as pallets, mill ends, wood shavings, yard waste, and wood separated from construction and demolition waste, is delivered by truck. After weighing, the material is dumped onto a paved area where the loader spreads and inspects it to ensure only clean wood is present. Contaminants are removed by the excavator—garbage is placed in a garbage bin, and metals are placed in a metal bin. Once the load is confirmed clean, the wood is pushed into the raw stockpile. The excavator then feeds the raw wood into the tub grinder, and the ground material is stockpiled. Occasionally, shavings and sawdust are mixed in with the ground wood. The finished product is loaded onto outbound trucks for delivery to customers. To control dust, the site is sprayed daily with water during dry weather.

This notice is published pursuant to the Bylaw. The licence application is at a preliminary stage where it will be reviewed by the municipality in which the Facility is located.
A person who may be adversely affected by the issuance of the requested licence described in this notice may notify the GVS&DD Solid Waste Manager in writing stating how that person would be affected. The public notification period is no less than 30 days after the publication date of this notice. Aspects of the proposal may change as the application proceeds through the municipal review and public comment processes.
Information collected during the comment period and the time following until a decision on the licence application has been made is done so by Metro Vancouver in accordance to s.26(c) of the Freedom of Information and Protection of Privacy Act. The information collected will be used for the purpose of making a decision on the licence application and will be forwarded to the licence applicant for response to the Solid Waste Manager.
