Sounds fair to me: punishing the many for the irresponsibility of the few.
Hey dog people – Victoria is incredibly dog friendly, with progressive policies for sharing parks (time of day usage; waste bags provided) and most importantly, a friendly attitude in general towards dogs and their people. Check it out.
Thanks for the reminder of one reason I recently left Surrey.
