Why bother with Robson Park ravine upgrades when sewer work will destroy them?

Re: Surrey’s Salmon Stewards in the City on May 31 in Robson Park, with SHaRP.

Why did this City of Surrey initiative take place when the ravine panhandle of Robson Park, which contains a salmonoid stream (road-sign marked and red-listed by city) is going to see sewage upgrades? Why spend taxpayers’ money on May 31, when these efforts will be negated by the city’s engineering department during low-water (August/September) sewage upgrades?
