The rhetoric regarding the left lane legislation encouraging speeding is nothing but a red herring.
The left lane is a passing lane only. For those that drive the speed limit or under, stay in the right lane. For those who wish to overtake, then the left lane should be clear.
If this legislation does nothing else, perhaps it will clear the left lane of irresponsible truck drivers who travel in the left lane under the speed limit, blocking traffic, causing driver frustration and creating dangerous conditions. It seems to me that the prevention of even this would rate as high a priority as the prevention of excessive speed.
